Patricia Davis

Patricia Davis serves as resident director for the Gulf region, responsible for implementing NDI’s programs in Bahrain, Iran, Kuwait, Qatar and Saudi Arabia.  She has been engaged in politics and policy communications for more than 25 years in the U.S. and Middle East.

Ms. Davis began her career in her home state of Kansas, working first for the Democratic leader of the Kansas House and then Governor John Carlin.  In 1987 she moved to Washington, D.C., where she served as legislative counsel to two members of the U.S. Congress, developing and advocating for legislation and liaising with voters and interest groups.  She also was a senior advisor at the U.S. Department of Education in the Clinton administration.  From 2004 to 2009, Ms. Davis worked in Qatar and played a senior communications role for national reform projects in education and health care and served in the office of Her Highness Sheikha Moza bint Nasser, wife of the emir and chair of Qatar Foundation.

Ms. Davis has extensive political campaign experience, both in the U.S. and internationally.  She has recruited and advised candidates for legislative races at the state and national levels, particularly in the areas of research, message development and voter outreach.  In the 1992 election cycle, she served as research director at the Democratic Senatorial Campaign Committee. 

A strong advocate of women candidates, Ms. Davis trained women to run for office in Ukraine and in the first democratic elections in Russia in 1993.  More recently, she trained and advised political parties and candidates in post-revolution Egypt in 2011, providing guidance on methods of fundraising and voter contact, as well as the research and messaging required for both.

Ms. Davis is a lawyer and holds a master's degree from the Kennedy School of Government at Harvard.
